Designing an Audit Platform for Health Care Compliance

The State of Maryland tracked detainee mental health compliance through a manual, paper based process across auditors, nurses, and doctors. Ollon ran discovery sessions, mapped the full workflow, and designed and prototyped a new digital platform in Figma. Auditors confirmed the prototype was a meaningful improvement, though external factors paused development before it reached production.

The State of Maryland was required to track detainee mental health and care metrics to maintain compliance. Their existing audit processes were manual and paper based, involving spreadsheet transfers and email exchanges that introduced errors and delays. This fragmented workflow across auditors, nursing, and healthcare staff created inconsistencies and highlighted the need for a digital platform.

Ollon partnered with Maryland's auditing team to run discovery sessions and map the full audit workflow across auditors, nurses, and doctors, then designed and prototyped the new digital platform in Figma. Development of the platform began, translating that validated design into a working system.

Auditors who tested the prototype confirmed it was a meaningful improvement over the paper based process, giving Maryland a validated design to build from. External factors unrelated to the project's technical progress led the state to pause development before the platform reached production.

UI/UX design and prototyping

The State of Maryland needed to modernize how it tracked legally required health care visit timeframes for detainees, replacing a manual, spreadsheet based audit process split across auditors, nurses, and doctors. Given the sensitivity of designing for a correctional facility, Ollon ran an extended discovery phase, close to six months, without direct access to day to day users, then moved into UX design and front end prototyping to define the audit workflow and interface. Auditors testing the prototype said it would meaningfully improve their process, though the engagement was discontinued before the design could be fully built out, a result of external bureaucratic and political factors rather than the design itself.

Digital transformation of paper workflows

Prior to this project, the State of Maryland tracked whether detainees received legally required health care visits using spreadsheets that moved between nurses, doctors, and auditors by email, with each recipient consolidating and rechecking the same data by hand. Ollon mapped this workflow across roles during discovery, then designed a shared digital system meant to replace the email chain with one interface for logging visit requests, recording outcomes, and running audits. The engagement was discontinued before the new workflow went live, so the improvement was never confirmed in production, though auditors evaluating the design during testing described it as a clear improvement over the paper based process.

The State of Maryland needed a way to track whether detainees received health care visits within legally mandated timeframes, a process that previously existed only in the memory of the staff responsible for it. As part of the solution design, Ollon planned a tracking view tied to when each visit request was logged, so staff could see which patients were approaching their required visit window instead of relying on manual recall. This piece of the design was still in progress, as part of front end development that had not been completed, when the engagement ended, so no dashboard was ever deployed or validated with real data.
